Clayton welcomes new Deputy Town Manager
The Town of Clayton welcomes Courtney Tanner as the newest addition to its leadership team, where she will serve as Deputy Town Manager. Tanner brings more than 20 years of experience in municipal planning, budgeting, and community development to the role.
Tanner holds a master’s degree in Urban and Regional Planning from Virginia Commonwealth University and has served in senior management positions for more than eight years. Most recently, she was the Planning Director for the Town of Wake Forest, where she oversaw a $3.9 million budget, managed land acquisition and affordable housing initiatives, and spearheaded the expansion of the town’s greenway and park systems. Prior to that, she held various leadership roles in the Town of Morrisville, directing projects related to transportation, land use, and affordable housing.
“Courtney’s extensive experience in local government and proven success in managing complex projects will be invaluable as we enhance services and infrastructure to support Clayton’s growth,” said Clayton Town Manager Rich Cappola. “We are pleased to welcome her to our executive leadership team.”
In her new role, Tanner will oversee the Planning, Engineering, and Building Inspections Departments, as well as the Development Services division, providing leadership and support as Clayton continues to manage its rapid growth.
According to Cappola, Tanner is a proven leader in municipal planning. Her expertise in land use, affordable housing, and public infrastructure will be pivotal in supporting Clayton’s vision of a thriving town with a strong sense of community, accessible green spaces, and a vibrant downtown. Her collaborative approach and ability to focus on long-term strategic planning will help ensure that Clayton’s future continues to meet the needs of both long-time residents and newcomers alike.

Tanner will officially begin her new role with the Town of Clayton on Monday, Sept. 23.
