Town of Clayton Welcomes Haley Downey as New Assistant Planning Director

The Town of Clayton announces the hiring of Haley Downey as the new Assistant Planning Director. She will officially begin her role on Monday, April 21, facilitating the review of new developments and land use changes that help shape Clayton’s future. 

Downey is no stranger to the Town. She served Clayton for over five years in various planning positions before transitioning to the private sector. Most recently, she returned as a consultant through the Mid-Carolina Regional Council.  

“This position requires someone who understands the policies, the people, and the pace of development here in Clayton,” said Planning Director Conrad Olmedo. “Haley brings a great mix of local government and private sector experience to the job. She will be instrumental in overseeing the planning team and leading key projects such as zoning, plan review, and the issuance of development permits.” 

As Assistant Planning Director, Downey will guide key planning efforts, manage development projects, and support Town boards and committees, including the Planning Board and Town Council. She will also supervise staff recruitment, consultant contracts, and the Unified Development Ordinance. Additionally, Downey will contribute to planning policy development, collaborate with local and state officials, and advise Town leadership on matters related to growth and sustainability. 

Downey holds a Bachelor of Science in Applied Geography with a minor in Urban and Regional Planning from East Carolina University. She is a Certified Planner with the American Institute of Certified Planners and a Certified Zoning Official through the North Carolina Association of Zoning Officials. Currently, she is enrolled in the Municipal and County Administration Program at the University of North Carolina’s School of Government. 

“Haley has a deep understanding of Clayton’s planning needs and a proven ability to lead teams through complex development projects,” said Deputy Town Manager Courtney Tanner. “She has been part of our story for many years, and we are excited to welcome her back in this important leadership role. Her knowledge and dedication will help move Clayton forward in a thoughtful and strategic way.” 

The Planning Department is integral in monitoring development to meet both current and future community needs. It collaborates with developers, residents, and local leaders to create a balanced approach to land use and design.
